Permission keys: discipline:view, discipline:manage, discipline:update, discipline:create

## Workflow

1. Locate the student within your permitted scope.
2. Record the incident and relevant context.
3. Review standing and any suggested threshold action.
4. Schedule or close the appropriate sanction.
